**New APIs**

- Create your router with `createMemoryRouter`
- Render your router with `<RouterProvider>`

**Bug Fixes**

- Path resolution is now trailing slash agnostic (#8861)
- `useLocation` returns the scoped location inside a `<Routes location>` component (#9094)
